The Kingdom of Belgium,
Canada,
the Federal Republic of Germany,
the Kingdom of the Netherlands,
the United Kingdom of Great Britain and Northern Ireland, and
the United States of America
Have agreed as follows:

In this Agreement the expression
(a) “NATO Status of Forces Agreement” means the Agreement between the Parties to the North Atlantic Treaty regarding the Status of their Forces, signed in London on 19 June 1951;
(b) “Supplementary Agreement” means the Agreement to Supplement the Agreement between the Parties to the North Atlantic Treaty regarding the Status of their Forces with respect to Foreign Forces stationed in the Federal Republic of Germany, and the Protocol of Signature, signed in Bonn on 3 August 1959;
(c) “Protocol” means the Protocol on the Status of International Military Headquarters set up pursuant to the North Atlantic Treaty, signed in Paris on 28 August 1952;
(d) “Headquarters” means any international military Headquarters of NATO established in the Federal Republic of Germany pursuant to the North Atlantic Treaty;
(e) “sending State” means one of the contracting Parties to the sent Agreement, with the exception of the Federal Republic of Germany.

In this Agreement, except in so far as reference is made in Articles 2 and 3 to expressions used in the NATO Status of Forces Agreement and the Supplementary Agreement the expression
(a) “force” means the personnel belonging to the land, sea or air armed forces of a sending State;
(b) “civilian component” means the civilian personnel who are in the employ of the land, sea or air armed forces of a sending State, and who are not stateless persons, nor nationals of any State which is not a Party to the North Atlantic Treaty, nor German nationals, nor ordinarily resident in the Federal Republic of Germany;
(c) “dependents” means
(i) the spouse of a member of a force or of a civilian component, or a child of such member depending on him or her for support;
(ii) a close relative of a member of a force or of a civilian component, not falling within the definition contained in item (i) of this sub-paragraph, who is financially or for reasons of health dependent on, and is supported by such member, who shares the quarters occupied by such member, and who is present in the Federal territory with the consent of the authorities of the force;
(iii) the persons mentioned in items (i) and (ii) of this subparagraph, upon the conditions set out in sub-paragraph (b) of paragraph 2 of Article 2 of the Supplementary Agreement, for a period of ninety days after the death or the transfer of the member of a force or of a civilian component.
Article 2
The respective status of the members of a force and a civilian component attached to a Headquarters, and of their dependents, shall be governed by the provisions of the NATO Status of Forces Agreement and the Supplementary Agreement which apply to the status of the members of a force, a civilian component and of their dependents within the meaning of sub-paragraphs (a) to (c) of paragraph 1 of Article I of the NATO Status of Forces Agreement and paragraph 2 of Article 2 of the Supplementary Agreement.
Article 3
The sending States and the Federal Republic of Germany shall have the rights and obligations in respect of the status of the persons referred to in Article 2 of the present Agreement, which are given to, or imposed upon, them in each case pursuant to the NATO Status of Forces Agreement and the Supplementary Agreement with regard to the members of the force, of the civilian component, and their dependents, in so far as the rights and obligations arising from the NATO Status of Forces Agreement have not been vested in or attached to the appropriate Supreme Headquarters and the authorities responsible under it, pursuant to the Protocol.

The present Agreement shall be subject to ratification or approval. Each signatory State shall deposit its instrument of ratification or approval with the Government of the Federal Republic of Germany which shall notify the date of each such deposit to all other signatory States.
2.
The present Agreement shall enter into force thirty days after the date on which the Federal Republic of Germany and at least one other signatory State have deposited their instruments of ratification or approval, but not before the Protocol has entered into force for the Federal Republic of Germany. It shall enter into force for each other signatory State thirty days after the date on which it has deposited its instrument of ratification or approval.
3.
The present Agreement shall lapse
(a) when the Protocol or the NATO Status of Forces Agreement or the Supplementary Agreement lapses for the Federal Republic of Germany;
(b) between the Federal Republic of Germany and another contracting Party, when the Protocol or the NATO Status of Forces Agreement or the Supplementary Agreement lapses for that contracting Party.
4.
The present Agreement shall be reviewed
(a) when the NATO Status of Forces Agreement is reviewed pursuant to Article XVII thereof;
(b) when the Supplementary Agreement is reviewed pursuant to Article 82 thereof.
IN WITNESS WHEREOF the undersigned representatives, duly authorized thereto, have signed the present Agreement.
DONE at Bonn this 7th day of February 1969 in the English, French, and German languages, all three texts being equally authoritative, in a single original which shall be deposited in the archives of the Government of the Federal Republic of Germany, which shall transmit a certified copy to each of the other signatory States.
