Culturele Overeenkomst tussen het Koninkrijk der Nederlanden en de Republiek Finland

The Government of the Kingdom of the Netherlands and the Government of the Republic of Finland,
Desiring to strengthen the friendly relations between their two countries and to this end to promote and develop cultural, educational and scientific cooperation,
Have agreed as follows:
Article 1
The Contracting Parties shall mutually encourage educational, scientific and cultural co-operation between the two countries by such means as:
a) organising visits by scientific personnel and other persons engaged in scientific research as guest professors and researchers;
b) arranging for suitably qualified university graduates, research scholars and cultural specialists on a corresponding level in each country to participate in seminars, discussions and visits to scientific laboratories and institutes in the other country, including the provision of facilities, such as scholarships, necessary for study or research;
c) promoting studies in the language and literature of each country at the universities and other educational institutions of the other country;
d) encouraging direct co-operation between educational, scientific and cultural institutions and organisations in the two countries;
e) giving support of every kind to the cultural institutions of the other country according to the laws and practices of the country;
f) exchanging delegations wishing to examine problems and share experience of mutual interest in the fields of science, education and culture.
Article 2
The Contracting Parties shall continue to grant scholarships to students or postgraduates from the other country for studies and specialisation in science, education and culture.
Article 3
The Contracting Parties shall, within the limits of existing regulations, extend access to their own educational institutions to students from the other country.
Article 4
The Contracting Parties shall encourage the exchange of teaching material, including school textbooks, bearing in mind the dissemination of knowledge of the other country.
The Contracting Parties shall also encourage the exchange of information on technical innovations in the field of education.
Article 5
The Contracting Parties shall encourage visits by persons engaged in literature, music, visual arts, including industrial arts, theatre, film and cultural promotion in the widest sense with a view to studies and collection of material, as well as participation in conferences, festivals and international competitions.
Article 6
The Contracting Parties shall encourage the exchange of artists and ensembles, concerts and theatrical performances of works by artists of the other country, exhibitions of both visual and industrial arts, and educational exhibitions.
Article 7
The Contracting Parties shall promote direct co-operation between the radio and television services and the press of the two countries.
Article 8
The Contracting Parties shall promote direct co-operation between the film institutes of the two countries and facilitate the exchange of films of an artistic, documentary or scientific nature, of recordings of music as well as of other audiovisual material serving the purpose of this Agreement.
Article 9
The Contracting Parties shall promote the exchange between the libraries of the two countries of books and publications of a scientific, educational, technical and literary nature.
Article 10
The Contracting Parties shall encourage the translation and publication of scientific, literary or artistic works and the presentation of and dissemination of published music from the other country.
Article 11
The Contracting Parties shall promote the exchange of persons responsible for adult education and for cultural promotion.
Article 12
The Contracting Parties shall encourage the exchange of young people and co-operation between youth organisations of the two countries.
Article 13
The Contracting Parties shall encourage co-operation between sports organisations of the two countries.
Article 14
Each Contracting Party shall facilitate every way, within the limits of its legislation and regulations, the importation into its territory of equipment necessary for the purpose of this Agreement.
Article 15
The representatives of the Contracting Parties shall hold meetings in order to elaborate periodical programs and to review the implementation of this Agreement. These meetings shall be convened by one of the Contracting Parties at such a place and time as agreed upon by the Contracting Parties.
Article 16
This Agreement shall enter into force thirty days after the date on which the Contracting Parties have notified each other that the constitutional requirements for the entry into force of this Agreement have been fulfilled.
Article 17
As regards to the Kingdom of the Netherlands, this Agreement shall apply to the European part of the Kingdom and to Aruba.
Article 18
This Agreement shall remain force for a period of five years. Thereafter it shall remain in force for an indefinite period until the expiry of six months from the date on which either Contracting Party will have given written notice of termination to the other.
IN WITNESS WHEREOF the undersigned, being duly authorised thereto by their respective Governments, have signed this Agreement.
